Multi-author blog site, article repository?

So I run an online music magazine with multiple authors. We get multiple requests for articles, reviews, interviews, etc. sent to us via email daily.

It’s too hard for me to keep up with in the way I am doing it, so I’m wondering if anyone knows of a way to put what is being requested in some type of “article repository” where the authors can view what is being requested and then pick the articles they want to write.

I’ve thought about just using a page for this, but I would love it if the authors could be emailed when something new is added so they don’t have to do this manually. I also do not want to create a post for every possible article, because only about 1-3% of the requested articles actually take shape and end up published. Doing it this way would just clutter things up.

FYI: I also use the Edit Flow Plugin. If there is a better plugin to manage a multi author site, I’d love to know.
