I moved a wordpress website from one host to another. I have the xml backup file and access to the old site for a while. From what I understand if it is a straight move, you can just move the files? Does wordpress need to be installed first in the new location?

anywhere you go, it says error estabilishing database connection
there is also this error: Failed loading C:\Inetpub\vhosts\aidright.com\httpdocs\ioncube\ioncube_loader_win_4.4.dll
Help! i need to fix this today.

yes you will need to set up a few things such as your database and then instruct your config file of the data base's location, user name, password, etc

I just told godaddy to install wordpress and I will update the config file. I hope that works.
While you're at it, change from windows to linux hosting; you'll have fewer problems in the long run: Switching Your Hosting Account Operating System - GoDaddy Help Center. The change takes a few hours.
After wordpres is running, import your XML file and then move the theme from your old site to your new hosting.
