Move text to label settings?

Can you move the text “Comments or questions are welcome.” to the Label settings? I have my custom text above the comments form tags in my contact page explaining the uses of the form in my blog, but that’s followed by the “Comments or questions are welcome.” text that it not in the Label settings so I can’t remove it. And its in the wrong font family, anyway. I would change the code but you make frequent updates to this plugin.
