I set up my blog on WordPress.org, at http://www.pollycle.wordpress.com. I'd like to move it onto my own website, at http://www.mcleveland.org/blog. How can I do that since I don't have access to the wordpress.org databases?

I successfully moved my blog, but the theme didn't come with it. How can I move the theme? I notice a feature for importing a theme as a zip file, but I can't figure out where to create that zip file from my theme, Misty by Sadish.

You can't move a theme. You'll need to install a copy of that theme or a new theme. Unfortunately, there's isn't a copy of the Misty theme in the Theme Directory.
So I guess I just have to find a similar theme in the Theme Directory?
Can I buy (or beg) a copy from the author?

You could try googling for the theme or visiting the author's web site if you happen to know where it is. But bear in mind that many themes on wordpress.com have been modified and the originals may not match the wordpress.com versions in terms of functionality etc.
Suppose I copy in the CSS? Would that work or create havoc? Is the theme contained in the CSS or also in the database?

No - you can't just copy in a stylesheet. That's only 1 part of a complex package. You'd need all of the template files as well. And possibly any theme specific functions.
