I created a custom page template to display only posts of a particular category. It is part of a child theme of TwentyEleven. This page shows perfectly when I view it with my desktop. When I view this page on my phone, however, none of the posts show up at all. Is there something I'm missing?

The Mobile theme is a completely different theme, and the customizations you make to your current theme will not be visible there.
Since Twenty Eleven is a responsive theme, I would suggest that you disable the Mobile theme module, by following the instructions here:
