   I just installed thee 3.1.3 and it seems to be missing some options that were in an earlier version. Those are the "Custom Fileds", "Discussion",
   "Comments", and "Author" options that are listed directly beneath every page edit in version 3.0.4. Or are these plugins?

   I want to disallow comments on certain pages.

   While adding/editing a page or post click the "screen options" tab. This will expand your available meta box options. Select or deselect the options to want (or don't want) to see.
