WordPress.com's Free Themes Feature Filter has a RESPONSIVE LAYOUT filter for Theme Widths: http://theme.wordpress.com/themes/ .
WordPress.org DOES NOT: http://wordpress.org/extend/themes/tag-filter/.
Why not? Why would the Automattic version of WordPress provide Responsive Design Filtering for Themes, and the dot.Org version choose not to ?
Anybody know the train-of-thought on this?
wordpress.com and wordpress.org are two quite different entities. So do not expect features on one site to be automatically replicated on the other. At the present time, there's isn't an official "responsive layout" tag for themes submitted to the WPORG Theme Repository. Hence - no filter either. Whether that will change at some point in the future is up to the folks to who look after the Theme Repo and the WPORG site generally.

I understand the differences in the two organizations. What I don't understand, is the reasoning process on making a decision NOT TO FILTER Themes & Plugins by Responsive, Adaptive, or Mobile First design.
In other words, is there: an Act of God, Aggravation, Downside, Outside Developer Resentment, Political Reason, Repercussion, Technical Difficulty, or simply a Lack of Direction on deciding NOT TO FILTER ?
You would think that at least one (1) of the above "folks" has seen the "Responsive Layout" filter on WordPress.com and thought: "Hey, that's a good idea. Why don't we do that?"
But instead, he/she must have thought: "Hey, that's a bad idea. We won't do that".
What I would like to know is: What's bad about it ? What problems would it cause WordPress.org ?

Those tags haven't been implemented yet on wordpress.org. The volunteer folks who look after the Theme Repository, its guidelines and reviews are extremely busy. I have no doubt that these tags will be added at some point if they feel that there is a demand for them. But right now it's down to workload and priorities.
