Miss CSS content

    OK I have been using WordPress for a few years done a few custom sites using WordPress as well, but in all the problems I have never seen this happen before.
    ISSUE 1
    I uploaded CSS to the CSS folder
    * the css has some changes and my cpanel in on my hosting shows the updated code!
    * but wordpress is still showng old code

    * added a new css document for a different page and my cpanel shows the new css with the code
    *but when updating my wordpress it sais the css has no content
    ISSUE 2
    I reinstalled wordpress and repeated my steps
    everything on my hosting is updated code! permission are set to 777. so its not like something is being blocked.
    but wordpress seems not to reconize any images or content in my css!

    ITS DRIVING ME NUTS SO IF YOU KNOW WHY IM FAILING AT THIS PLEEEEEEEASSE HELP!
