meta box on menu page display issue

Been working on adding a basic meta box to a menu page. Do see a meta box now, but the title background is very thin and the toggle function does not work despite the added JavaScript. Here is the code as have made it so far.

Any ideas why the box toggle function does not work and all regular menu items close now except for my newly added menu?
