Menu text decoration

I’m using Twenty Eleven theme and wanting to put a border around each menu text- my “home”, “photos” etc.. and I’m sure this is possible.
I’m assuming that I would add something to this bit of code:

line-height: 3.000em;
padding: 0 .850em;
text-decoration: none;

I have changed the text-decoration: border

But that just puts an underline under each menu option when you hover over it.
