I have a client who is in need of a membership plugin that allows specific administrators to manage their members but not have access to members not within their group.
The client is a club. The club is basically a "mother" club and members of this club are actually members of another "child" club. Each child club has their own membership administrator who needs access to that specific club's members, but should not be able to manage members of another "child" club.
I have tried WP-Member and Membership, but both seem to lack this functionality. I have seen some information suggesting that the Membership plugin with the combination of BuddyPress might provide this functionality.
Any suggestions?

I'm not exactly sure what you mean by "manage their members". Do you simply mean to add or remove membership for certain users?
It sounds like a multisite network setup might be good for you. Where the main site would be the "mother club" and each network site would be a satellite "club". The admins of the network site would be able to change the membership level, etc, of just the users of that site.
