Membership

I have a client that requires user membership, not for the site, but for their business. They want people to register via the site. They have different tiers of membership as well. For example, they require you to be a full mamber before you can sign up to be a child level member.
They also want all of this to be trackable.

Does anyone know if anything like this or similar exists?
