    You can add any attribute you want back in with JavaScript, as you say it’s used in plugins therefore it should be incorporated in plugins.

    That sounds like a theme-specific limitation.

    In that case you’re using a plugin for the lightbox? And so it should be the lightbox plugin’s author who’ll be adding these title attributes back in. The version of WordPress that removed the title attributes was out for quite some time in Beta, allowing plugin authors a lot of time to test whether their plugins stopped working. A maintained plugin would not break because of this WordPress update.
