When i click the Add Media | Media Library for a Page, only certain images show. I can see the server does have all 105 images including the 13 the Media Library shows. When I upload a fresh image, it will show that new image.

And there is almost certainly the root cause of your problem. You need to upload the images via WordPress.
Why would that be? All files are in the same /uploads/2009/04 directory. I wouldn't think WordPress would distinguish between what was uploaded and what was FTP'd.
On my other server (another blog on another server) I see all the files.
Until you upload them via WordPress they won't be in its database.

that is not correct. I have twenty files in the uploads/ directories. Five of the images in that directory that I CANNOT see from the admin panel (Media Library) are being used in the pages and posts . so how come? they must be in the db

I have the exact same problem. In the same folder but ones I FTP'd won't show up in the Media Library. Will someone please tell me how to solve this.

Probably problem with permissions. Check if all images have same.
