How would I go about creating an app, or getting a code to make someone upload a picture to there profile before they view the website.
Like, I'm trying to have people post a picture, so when they comment, it won't look so boring. I'd love it if I had some kind of way to make someone upload an image before they can actually view the content on the website.
But, there's plenty of them who do have an image and would like to have them view the content at the site since the uploaded an image!!
Just as your profile picture on WordPress.org is served from the Gravatar.com service, all WordPress installations (including self-hosted) contain this automatic functionality for commenters, by automatically linking comments to Gravatar.com accounts using their e-mail address. You could try using a plugin such as Gravatar Signup Encouragement to suggest the service to unregistered users (I haven't tried this plugin myself, but it might be worth a look).

That's what I want Im using the plugin!
I'm kinda wanting the same thing as YOURAREtehSCENE. Not interested in a mandatory avatar upload but I would like to give the option of uploading a graphic from their computer. Not interested in having someone go to Gravatar.com as the only option. I've found, on my other social sites, most people like a visual image that is personal to them and not everyone wants to use the same image on all sites.
Soooo, is there a way to have the option of someone uploading a graphic from their computer?
