what exactly does it mean to have a theme widget enabled, and how would i go about creating a widget enabled theme. i am fairly experienced with writing custoim themes for myself, i just never built one widget enabled.

It means you can insert widgets to your widget enabled area through your presentation menu. You can read this article from Automattic as to how to make your theme widget-enabled.
