Making a Service only available in certain cities

Hi folks… I have a question I hope someone can help me with.

I’m trying to figure out a way that I can add a product called “installation” – Installation (obviously a service, but let’s call it a product) is only going to be available for people who live in one of about 8 different cities across canada (Vancouver, Calgary, Edmonton, Regina, Winnipeg, Montreal, Toronto, Halifax – I think) – these are the cities where we have offices which can provide this “installation” product. If someone lives in MooseJaw, they cannot get installation

How can I set this up on woo commerce. I’ve already defined a shipping class as “installation” – so now I wonder if there’s a way that I can define this one product or shipping class to only be available in certain cities.

failing that.. maybe I can add some kind of drop-down to the “product” that has “Installation in Calgary” , “Installation in Edmonton” etc .. etc.. that they have to choose – and if they don’t live in one of those cities, then they can’t choose anything?
