make my theme responsive

So I’ve attempted in creating my own theme, only problem is making it responsive. when viewed from a mobile device, it shrinks to only half of the screen and cuts off widgets. I’ve tried adjusting things to percentages, i’ve tried adding the min-width to my css. i cant find the code that’s causing this problem.
