There shouldn't be a .maintenance file in the download.

The .maintenance file is a temporary file placed by WordPress when it's doing it's updates. It should not be there at any other time. If you have that in your site, delete it straight away.

.MAINTENANCE FIE : It is a file that tells your visitors that your site is in maintainance.
A .maintenance file is automatically generated by WordPress if you are updating WordPress to newer versions/ updating themes or plugins/ installing addons by dashboard etc.

And after updating is completed, the file is also got deleted automatically.

YOU CAN YOURSELF CREATE A MAINTENANCE FILE.

CREATING A .MAINTENANCE FILE YOURELF :

    1. Login to your FTP to WordPress root directory.

    2. Create a new file named .maintenance.
------ In text editor, type that message you want to display your visitors...

    3. Save file.

SITE IS IN MAINTENANCE, HOW TO FIX!! ? :

    1. Login to your FTP to WordPress root directory.

    2. There will be a .maintenance file, just delete it!

    3. Exit FTP Client/ File Manager.

    4. Re-start your browser (Opera 12 , Chrome, Firefox, IE9 etc.)

Thanks for the replies. I'm embarrassed to admit that looking through my job notes, I discovered I had the answer all along - in fact I'd previously created a custom 'maintenance' page. I did this on a customer's website two years ago and had not done any WordPress work since then. An age/memory problem I guess!

If anyone is interested my custom maintenance page was based on this series of articles: https://sivel.net/2009/06/wordpress-maintenance-mode-without-a-plugin/
