I was changing the url and made a mistake as my site dissappeared and I was unable to get it 'back'. I'd like to just start from scratch with a new version and downloaded the upgrade, however, I'm unable to post anything to the web. Help?

Try accessing your WordPress database via phpMyAdmin and manually change the siteurl and home values back.
ALWAYS BACKUP YOUR DB BEFORE TOUCHING IT.
When you're done, follow this guide to move WordPress.
I did back it up; it's in a sql zipped file and can't figure out how to import it back into the site.
In your initial post you mentioned mistakenly changing the url that made your site dissappeared.
Have you tried my suggestion from my previous post, that is:
Try accessing your WordPress database via phpMyAdmin and manually change the siteurl and home values back.
If it resolves the issue, then you are good to go and you don't need to import or restore your database back.
If my suggestion above does not resolve the issue for some reason, then you can try restoring the backedup database. Then you can read this codex guide before restoring your database from the backup. Alternately, you ask your hosting provider to restore it for you from their backup.
I did everything you suggest and I still can't see my new wordpress site displayed. ?
