   like those used on bestbuy.com and newegg.com. (The left sidebar on those pages)

   Something that shows all the tags for my posts and allows the viewer to narrow the visible posts down by clicking a tag description.

   I would also like the specific tags that are visible to be chosen by the admin in the widgets tab of the dashboard. (So I can separate tags into categories)

   Anybody aware of this type of plugin?

   Try the Tag Cloud widget in Appearance->Widgets.
