I noticed that themes have a Login link but no Register link. So how do people login? Are these people who have already made an account with WordPress? Is there a way to make it so that they can make an account on my blog?

Well, not every blog needs users to register and login. For example, I'm the only user on my blog. I have no need for other authors, and I don't require users to login to comment, so I have disabled registration.
You enable registration on your blog by checking "Anyone can register" at Settings/General in your Dashboard.
