logged in user, country and state do not set at checkout

    WPEC Version 3.8.12.1

    User is registered
    “Your details” in “Your Account” is completely filled in and saved.
    when the user logs in and goes to checkout all of the regular fields are filled in correctly BUT the selectors for Country and State show the base location not the values from the users account.
    Shipping calculator also does not show the Country and State set in the account for shipping address. Not sure if it should but it would be obvious that it work that way.

    You can go here for a totally new fresh WordPress 3.6.1 install, default theme, WPEC 3.8.12.1.
    I have added just one product, test gateway. Basic couple of countries and shipping.
    Try buying, register, use another country and state from default.
    Log out. Come back and login in.
    2 ERRORS
    add something to the cart and go to checkout.
    error 1. a 404 page when you login
    error 2. now go to checkout. The State and Country will not be right in Shipping, Billing or shipping address.
    Note you have to make sure you do not use the default Country/State in your profile which is USA/Minnesota
