  • I am not entirely sure what do you mean by “locking”… I guess you want to keep it as a frontpage.

    Here is what you should do:
    Copy that whole post’s content and keep it somewhere – a Notepad text file? – till the next step
    Delete the post
    Create 2 new Pages in Write > Page; call them Home and Posts
    Paste the content saved above into the Home; leave Posts empty
    go admin > Settings > Reading and select
    Front page displays > frontpage = Home
    posts page = Posts

    On your example.com/blog address only the content of the Home should appear.
    Note. Your blogposts would be visible only at example.com/blog/posts
