Logged on to WP via admin, After I installed the multi-lingual plug-in 1.8 to my word press site, I was locked out of both admin and editor access stating I did not have permission to access this page. Even after requesting to reset the password via wp, the temp new username and password emailed to me states that I do not have permission to access the page.

Try resetting the plugins folder by FTP or phpMyAdmin.
