LIVE TRAFFIC Blocking doesn't last beyond session

I block the Chinese sniffing sites and Russians trying the admin login.
Shows blocked.

Close session and come back in.

The Chinese and Russians aren;t blocked anymore.

Is this a setting I haven;t found that resets this.?
