Is there a plugin or a code (preferably a plugin) which would generate a list of all the posts which do not contain tags? The goal is to identify any tag-less post and tag them.

Could you just not look in the back end? When you list all of the posts in he back end, the ones that don't have any tags are marked as "no tags".
