List post under separated page(non templates)

Hi all,
i want to add the post to my website and if i click the title, it will run to the my blog page.

Example: my website is http://www.domain-name.com and my blog is http://www.domain-name.com/news/

i want to grab the title of the blog and and also few lines of content and put under my index.php files (this is not templates file). So when the visitor click the title, it will run to the /news/

i just learn php, so i don’t know much about it…
and sorry for my poor english..
