Links broken, nothing works, even css not loading

Hi,

I help someone out with a wordpress site. She updated wordpress, and now everything is broken.

Every link refers to http// instead of http://. Not any link works, direct linking (/wp-login.php) works, but css and php scripts are broken.

Any ideas? In my database there is no reference to http//.

I downgraded wordpress to 3.7.1, uploaded the database, and it was broken again (before uploading the contents folder). After uploading it was still broken. The problem is probably in my database.

How does my database refer to http// instead http://, while there is no reference? I cant reach my admin panel anymore eighter, so i have to do everything manually.
