Linking in the Back End & Custom Back End Form Submission (1 post)

I'm trying to create a plugin that accesses a database, displays what's in it, and allows the admin to edit/delete records. I have successfully made the db, put records in it from a public form on the site, and then view them in the back-end/administrative panel.

The issues I'm having now are that I can't figure out how to 1) create a link to another admin panel page, 2) how to pass a GET or POST request to that page (so I can do something like -edit.php?id=4 to view the data for id 4 and edit it), or 3) how to submit a form to a custom function/file of code.

I've looked and looked for an answer, but apparently plugins about links are really popular, and that's the only stuff I can find on this subject... apologies if this is an obvious/duh post. :)

    Thanks in advance! :)
