Link back to blogroll after clicking external link

I’m looking into a solution for a portal we are starting up.

Basically we are starting up a mobile portal with links on the homepage.
Visitors can click the link to view the page or website but of course there is not possibility to click back to our main portal.
Is there a way (like facebook,…) to create an create a header that remains on top of the page when clicking the link.
I now that there is a wrapper function in joomla but we really want to use WordPress for this project.
