Limit User Access To Single Page

I’m wondering if there is a simple way to make it so that a user can have access to only a single page in wordpress. I want to offer users the option of a sub-site where they maintain the page and content. I want them to be able to upload images, but not delete any. Is there an easy way to do this? A plugin? I spent some time looking at permission type plugins but couldn’t find any that clearly limited permissions this way.

I’d love to hear some thoughts on how I might accomplish this and if you’ve done anything similar.
