    I want to hand my website over for updates and ongoing maintenance. He needs to be able to FTP and access the database

    Can I give him almost unlimited access without allowing him to change my form settings so that my customers pay into his account and not mine?

    Bottom line: No

    You need to do your homework and ensure that you can trust anyone that you employ to work on your site. Wherever possible, set up new logins for her/him that can be removed when the work is completed.

    Create a separate WP admin and FTP account.
    There is no need of giving access to the database, that's rarely required. You can install a Database Backup plugin so that whenever your developer is working on your site he/she can create a backup of the db before making any changes.
