I would like to allow my users to ad posts. I would like to be able to approve them. Also I would like to allow them to place youtube videos images etc... Is there a plugin that can do that? Or do I have to change their user description?

To enable users for posting, change their role to author. You can also make new user by default as author by changing general configuration in admin menu /wp-admin/options-general.php.
