Let users upload news etc.

Hi
I working for a client on a wordpress site. It kind of a portal for a city with daily news, events calender etc. I would like to ad a function where registered user (shop owners) can write news for their shop and also put some “sale” prices on the site. Is there a plugin that can do this?
How it should work:
– Shop owner logs in
– Choose news or sale
– Write the news/sale
– Upload a picture
– Publishes it and logs out
– The news/sale show up on the page in the right place
– The news/sale post is automatically deleted after a certain period

Could this be done?
