left sidebar of the dashboard lacked "LINKS"

Hi,
I installed the 3.7.1 version of wordpress on a new subdomain blog empty, empty database, after finishing the installation, I found that part of the left sidebar of the dashboard lacked “LINKS” very important because I régulèrement used in all my sites and there no longer exists, disappeared. I while deleted, and I installed version 3.6.1 thinking that 3.7.1 is an update and it does not affect what existed in the previous version. The result is the same “LINKS” element does not appear in the navigation bar of the dashboard. (Links: |. All links | Add | Categories | It’s weird I attached a screenshot of its existence on a screen of the new website and copy old web site!.

Why there is more LINKS section in the navigation menu of the dashboard and it does not exist in the widget as it always was.
