Please correct me if I'm wrong: if these Korean text urls display correctly in Safari's address bar, but display in broken code in IE or FF, then it can't be a server problem, right?
If it's not a server setting issue, what could it be?

Well my host did something... The result is that now the urls display correctly in the source code, so they're viewable in IE, with "%" in the spaces instead of a dash. They still won't display in FF and the host doesn't know how to solve that.
