jquery loading but not being recognized

So, jQuery is definitely loading. Opening the browser console and checking the load log confirms that the google api is definitely being included in the file as specified, though the library itself is not being recognized within the file.

loading up the firebox console and checking the error logs confirms that jQuery is not defined.

any thoughts? thanks in advance.
