Japan is missing from the timezone settings in General Settings. +9 is the time I want to show for everything. UTC +9 brings up the wrong time in a few plugins like Who's Online, etc. Can you fix this please or tell me how to add it for now manually to the PHP file for now?

Just type in "Tokyo" or other major cities in your timezone and it will be the correct time for you. In the list of timezones there are major cities you can select instead of UTC +9.
You can select your timezone by UTC +#, or by just selecting a city nearest to you :)
Sorry, I see Tokyo in the list now. I was looking for Japan.
