Issues installing and upgrading plugins (2 posts)

I am currently using WP 2.9.1. When I first started adding plugins I installed them right from the plugin manager so everything was installed correctly. Well as of recently I noticed that I'm needing to manually install the plugins via FTP in order for them to actually install. The issue I'm having is when i do it from the manager all it shows is "downloading plugin" and then if i wait 15 minutes or longer still nothing changes. I had an update for a plugin that was installed through the manager initially, but the update would not automatically complete when chosen to do so, I had to manually install the update. It showed the same issue as when installing new plugins. Occasionally I'll see it actually make it to unpacking the download. Does anyone know why this is happening and what the possible fix is for it. Also please let me know if any further information is needed to find a solution.

oh and another thing i noticed, when i go into my FTP and view my directories i noticed .tmp files for the plugins im downloading or updating and they have a size of 0bytes. I tried deleting the temp files in hope that there was a problem with the queue, however, it was to no avail.
