   I'm using WordPress for the first time, after using loads of CMS...
   Seems no-one is in charge overthere... Is this a basement operation? There is even downloads links to outdated plugins that crashes WP....

   WordPress.ORG is 100% volunteer, and people help out from many different places all over the world. So yes, it's possible that some work does take place in basements.

   I moved my office to the 2nd floor from my basement ;)

   There are people in charge, but it just depends on your question where to do. We're teams of cool people :)
