I am wondering if it is possible to hold posts till you choose a certain time and date? Basicaly so that when you write something up, you don't have to post it till a certain time without actually having to wait till that time comes?

Also is it possible to password lock directories or even a whole month of posts, each month having separate passwords and can those passwords be censored on comments?

What I'm looking at doing is starting a online magazine with several authors and each month we will be releasing a bunch of articles or posts and will need to password lock each issue. Is that possible with the current build and plugins? Also can VBulletin be connected with the wordpress database so that users that sign up with wordpress automatically get access to the forums?

Yes. Just change the time stamp when writing/editing a post. it's on the right hand side of the page.

The best thing to do is to look for some form of subscription plugin. You can start looking at the plugin directory. I am sure you'll find something that works for you.
