   I've seen some pages where if you click comments instead of taking you to a new page it just drops down. Is there any script or plugin to do that?

   I guess you're talking about the comments pop-up? I think it's commented out by default; you'd have to uncomment it to make it work.

   This assumes that the theme you're using has comments pop-up available....
