Is there a translation functionality support?

well,sorry for my poor English ,may u have’t got what I’m expressing.
I just wanna know if WordPress can do work like this:

There are many foreign language articles(non-native language),so we can have our registered users to translate these articles into native-language ones,i.e,I’m a French,not all people in French know about English,so if I reprint some English-language articles into my blog,they will not know what these articles are about.To solve it,i need help from my registered users to have them translated into French.
But it will discount one user’s attention if he just translate one all by himself,so this requires co-translation work for many users to translate one article by paragraphs.U can refer to oschina translation,which is the right function what I want.

Hope someone can help me get out of here.
