Is there a plugin for this: Creating a layout online?

I’m building a WP site for a manufacturer. I was wondering if there was a plugin that allowed the client to use elements to create a diagram of how they wanted a certain store configured. For example, the manufacturer sells products for retail stores, these are queuing and security products. Each store is configured differently. I need to be able to have a customer come to the site and be able to “draw” or move pre-designed icons into a grid to show how they want their store configured. Is there such a plugin. If not, does anyone know how such an entity is designed? Flash, etc?
