   Can you just FTP into the site and delete themes & plugins and still have the site work?

   Yes

   You can add or delete both Themes and Plug-in's with FTP. A caution on Plug-in's, install sometimes requires more than just uploading them to your site and clicking on them in the Dashboard. Read the instructions for gotchas and other changes to your system.
