Is it possible to set default pages and menus and theme?

When making a new site, can I set it so that it loads and xml automatically for every new site. I’m working with a lot of old people who need this to be as simple as possible. The theme our network is based on has an option for multiple menus. I’m wondering if there is a way that by default I can have say 5 example pages created, those 5 example pages loaded into a menu, and that menu selected as the theme default? And that theme enabled all when a site is created
Is there anything out there that does this?
