This is sort of a curiousity question, but if I had someone who had a user database on their own site, but wanted wordpress to work with it, is that possible? The rest could be normal.. Or maybe I should ask if there's a way to import just users from another database...

It is possible, however you would have to change pretty much code I think.
For me it would take a long time to fix it as I'm not so good at php.
But it is possible :)
