I have MySQL 3.23.56 running on localhost.
WordPress 2.1.3 requires MySQL 4.0.0 or higher
Is there anyway to install WP 2.1.3 w/o upgrading MYSQL?

Starting with 2.1 WordPress requires MySQL 4.0 or higher. WordPress Version 2.1 (and higher) require capabilies that are not present in earlier (less than 4.0) versions of MySQL.
You can install 2.0.10 if necessary. See: http://wordpress.org/download/release-archive/
