   Please give me some words of advice.

   As I am a novice at WordPress but I have strong skills with PHP/MySQL.

   I wanna realize the subscriber block which must contain CAPTCHA. And I need in possibility to add news in admin panel so that There will be archive news in admin area.

   Entered emails in subscriber block must be added to database.

   Due to above-listed requirements My Questions follows ))

   Can I realize them or certain of them with WordPress or I must write all modules by myself ?

   That's quite sophisticated. I guess you need to go asking in another section. Perhaps in Miscellaneous or WP-Advanced.
